Custom courses with in-game editor

It would be great to be able to lay out our own custom race courses within the game and share them with the community.
How this might work:
1. Select a boat type.
2. Select a geographic location (Sydney, Rio, etc)
3. Set orientation of Start Line in relation to geographic location and compass direction.
4. Place marker buoys and/or gates. Wouldn't have to be limited to just 3 marks or 2 gates. Could be any number and any mix of the two types.
5. Dictate sailing instructions ("1,2,1,4,3", "Gate 1 north, gate 2 south, 3, Gate 1 south", etc)
6. Specify wind shifts manually, or use an option to generate wind shifts automatically based on some customisable parameters (Frequency of shifts, magnitude of shifts, etc)
7. Save and test the course.
8. Once successfully tested (The author has completed the race at least once), the course can be published for public use (And potentially remixing by other users), or saved privately for invite-only events that the author might wish to host.
Public courses could be rated by other sailors and the list of public courses could be sorted by rating so the most well liked courses would be easiest to find.
